Union Government
(1) The President may address either House of Parliament or both Houses assembled together, and require the attendance of members for that purpose. (2) The President may send messages to either House, whether about a pending Bill or otherwise, and the House must consider the matter with all convenient despatch.
The President has the power to formally address Parliament and to send it official messages on any matter - and when the President does, the relevant House is expected to take the matter up promptly.
This power is distinct from, though related to, the annual address under Article 87 - a President could, in principle, send Parliament a special message on any specific pending Bill at any point during the year.
