Union Government
(1) At the commencement of the first session after each general election, and at the commencement of the first session of each year, the President shall address both Houses of Parliament assembled together and inform Parliament of the causes of its summons. (2) Rules regulating each House's procedure shall allot time for discussing matters referred to in that address.
At the start of each new Parliament (after a general election) and at the start of each year's first session, the President formally addresses both Houses together, setting out the government's plans and priorities for the year - and Parliament must then set aside time to debate that address.
This is the constitutional basis for the President's annual address to Parliament at the start of the Budget session each year, which effectively lays out the government's legislative agenda and is followed by a formal debate called the "Motion of Thanks".
