Union Government
(1) The President shall from time to time summon each House of Parliament to meet, but six months shall not intervene between its last sitting in one session and its first sitting in the next session. (2) The President may from time to time prorogue the Houses or either House, and may dissolve the House of the People.
Parliament cannot go more than six months without meeting - the President must summon each House within that window between sessions. The President also has the formal power to end a session ("prorogue") or dissolve the Lok Sabha entirely (typically done on the advice of the Council of Ministers).
This six-month rule is why Parliament reliably holds at least two or three sessions a year (commonly the Budget, Monsoon, and Winter sessions) - a longer gap without a sitting would breach this constitutional requirement.
