(1) The President may, by order, provide for a Hill Areas committee of Manipur's Legislative Assembly (elected from the Hill Areas), with related rule modifications and special Governor responsibility for the committee's proper functioning. (2) The Governor must report annually (or as the President requires) on Hill Areas administration, and the Union's executive power extends to directing the state on administering those areas.
This mirrors Article 371B for Assam, but for Manipur's Hill Areas specifically (its hill-tribal-majority regions, distinct from the Imphal Valley) - giving hill-area representatives a dedicated Assembly committee, with the added feature of direct Union government oversight and reporting on how those Hill Areas are actually being administered.
This is why Manipur's Hill Areas have both a dedicated Assembly committee representing their interests and direct central government oversight of their administration, distinct from how the rest of the state is governed.
