The President may, by order, provide for a special committee of Assam's Legislative Assembly, made up of members elected from the Sixth Schedule tribal areas plus other specified Assembly members, with corresponding procedural rule modifications for that committee's proper functioning.
This ensures Assam's tribal-area representatives have a dedicated institutional forum (a special Assembly committee) specifically focused on matters affecting the state's tribal areas, giving those communities more focused institutional attention within the state's own legislative process.
This is why Assam has a specific constitutional mechanism for tribal-area representatives to have a dedicated committee voice within the state Assembly, beyond simply being individual members among the full Assembly.
