The President may, by order, provide for equitable public-employment and education opportunities across different parts of Andhra Pradesh/Telangana, including organising local cadres for state service posts, designating local areas for recruitment/admission preference, and specifying reservation for local candidates. The President may also establish an Administrative Tribunal for these states to handle service-related disputes on these local-cadre matters, with its own specified powers, procedure, and limited state-government override mechanism (though the Supreme Court struck down the specific state-government-override provision in clause (5) as unconstitutional in P. Sambamurthy v. State of Andhra Pradesh, 1987).
This addresses regional-imbalance concerns within the former unified Andhra Pradesh (and its successor states after 2014's split into Andhra Pradesh and Telangana) by allowing local-cadre reservation systems for jobs and education, ensuring different sub-regions get fair access to public employment and educational opportunities rather than being dominated by candidates from more developed areas of the same state.
This is the constitutional basis for local-cadre reservation systems in these states that reserve a portion of government jobs and educational seats for candidates from specific sub-regions, addressing historical regional development imbalances within the former unified Andhra Pradesh.
