Special Provisions
Every state and local authority should endeavour to provide adequate mother-tongue instruction facilities at the primary education stage for children from linguistic minority groups - the President may issue directions to secure this.
This encourages (though doesn't strictly mandate) states to teach young children from linguistic minority communities in their own mother tongue during early primary school, recognising that learning in one's native language during foundational years supports better educational outcomes - with the President empowered to issue directions to help secure this where needed.
This provision underlies various state-level efforts to provide primary schooling in minority languages spoken within that state, rather than forcing all young children into instruction purely in the state's majority language from the very start of their education.
