Special Provisions
Every person is entitled to submit a grievance-redress representation to any Union or State officer/authority in any language used in the Union or that State.
This guarantees ordinary citizens the right to formally complain to government authorities in a language they actually speak (any language used in the Union or their state), rather than being forced to communicate only in an official language they might not know well.
This is why a citizen can submit a formal grievance petition to a government office in their own regional language, even if that isn't the specific official language that office might otherwise primarily use for its own records.
