Special Provisions
(1) The President appoints a Special Officer for Linguistic Minorities. (2) The Officer investigates linguistic-minority safeguard matters and reports to the President at directed intervals; the President must lay these reports before each House of Parliament and send them to relevant State Governments.
This creates a dedicated watchdog official specifically tasked with monitoring how well linguistic minorities' constitutional protections are actually being implemented across the country, with a formal reporting-to-Parliament requirement ensuring public accountability for the findings.
This is the constitutional basis for the Commissioner for Linguistic Minorities, whose periodic reports to Parliament document how well various states are actually protecting the language rights of their linguistic minority populations.
