For 15 years from the Constitution's commencement, no Bill/amendment on Article 348(1) language matters could be introduced in Parliament without the President's prior sanction - itself only given after considering the Article 344 Commission's recommendations and Committee's report.
This added an extra procedural safeguard (now long since expired, since it was time-limited to the first 15 years) requiring the President to consult the dedicated language Commission and Committee before allowing Parliament to even introduce legislation changing the court/legislative language rules - ensuring such sensitive changes weren't made hastily or without expert input during that critical early transition period.
This procedural safeguard is now of historical interest only, having applied specifically to the Constitution's first 15 years (1950-1965), a particularly sensitive period for settling India's language policy.
