Special Provisions
The Union's current official language is used for Inter-State and State-Union official communication - unless two or more states agree to use Hindi between themselves instead.
This sets a default common language (currently effectively English, given Article 343's ongoing arrangement) for official communication ACROSS states or between a state and the Centre, while letting states that both prefer Hindi use that instead for their own bilateral communication.
This is why official inter-state government correspondence, or communication between a state government and the central government, typically happens in English by default, unless the specific states involved have agreed to communicate in Hindi instead.
