Special Provisions
Subject to Articles 346-347, a State Legislature may by law adopt any language(s) used in that state, or Hindi, as its own official language(s) - until it does, English continues for the state's pre-existing official purposes.
Each state gets to choose its own official language(s) for state government purposes - it doesn't have to be Hindi, and can be whatever language(s) are actually used in that state, reflecting India's linguistic diversity at the state level too.
This is why different states have adopted different official languages for their own state government business - Tamil Nadu uses Tamil, West Bengal uses Bengali, and so on - rather than every state being required to use Hindi.
