Special Provisions
On demand, if the President is satisfied a substantial proportion of a state's population wants official recognition of a language they speak, the President may direct that language be officially recognised throughout that state (or part of it) for specified purposes.
This gives the President a tool to grant official recognition to a significant linguistic minority's language within a state, even if that state hasn't already done so on its own - a safety valve for linguistic minority communities within a state to get their language officially acknowledged for at least some purposes.
This provision could be invoked where a substantial linguistic minority community within a state - one whose language isn't the state's primary official language - petitions the President for official recognition of their language for at least certain specified official purposes.
