(1) The UPSC presents an annual report to the President, who must lay it (with a memorandum explaining any rejected advice) before each House of Parliament. (2) A State/Joint Commission similarly reports annually to the relevant Governor(s), who must lay it (with a similar explanatory memorandum) before the State Legislature.
This ensures Public Service Commission activities are subject to public and legislative scrutiny - crucially, if the government ever rejected the Commission's independent advice on a matter, it must publicly explain why, creating real accountability for overriding the Commission's expert recommendations.
This is why, if a government decides not to follow the UPSC's advice on a particular recruitment or disciplinary matter, it must formally explain its reasoning in a memorandum laid before Parliament - a real transparency check on government decisions that override independent civil service advice.
