A Public Service Commission's expenses (including staff/member salaries, allowances, and pensions) are charged on the Consolidated Fund of India or the relevant State's Consolidated Fund.
Like several other independent constitutional bodies (the CAG, the higher judiciary), a Public Service Commission's funding is guaranteed as "charged" expenditure - meaning the legislature can discuss it but not vote to cut it, insulating the Commission's operations from budgetary pressure by the government of the day.
This is why a Public Service Commission's operating budget cannot simply be slashed by an unhappy government through the ordinary annual budget-voting process, protecting its independence.
