Union Territories & Panchayats
(1) A Panchayat continues for five years from its first meeting, unless sooner dissolved. (2) A law amendment cannot dissolve a currently-functioning Panchayat before its five-year term ends. (3) Elections to reconstitute a Panchayat must be completed before its term expires, or within six months of an earlier dissolution (unless less than six months remained anyway). (4) A Panchayat formed after an early dissolution only serves the remainder of the original five-year term.
This guarantees Panchayats a genuine, protected five-year term - a state government cannot simply legislate away a sitting Panchayat's remaining term, and if one is dissolved early, a fresh election must generally happen within six months, ensuring rural local government isn't left without an elected body for long.
This is why, even if a state government wanted to dissolve village Panchayats mid-term for political reasons, ordinary legislation alone cannot achieve that - the Panchayat's five-year term is constitutionally protected.
