(1) A person is disqualified from Panchayat membership if disqualified under the state's own Legislature-election law (though the minimum-age bar is lowered to 21, not 25, for Panchayats), or under a specific state law targeting Panchayat membership. (2) Disputes about a member's disqualification are decided by whatever authority state law designates.
Panchayat membership generally follows the same disqualification rules as state Legislature membership, but with a notably lower minimum age (21 instead of 25), reflecting that grassroots local government is meant to be more accessible to younger citizens than state or national legislatures.
This is why a 22-year-old, who couldn't yet contest for a state Assembly seat, CAN contest for a Panchayat seat - the age bar for local self-government is deliberately set lower.
