No person who has held office as a permanent Judge of a High Court shall plead or act in any court or before any authority in India, except the Supreme Court and other High Courts.
A retired High Court judge cannot go back to practising as a lawyer in ordinary courts or before administrative authorities - they can, however, still appear before the Supreme Court or other High Courts (which in practice, most former judges don't do either, as a matter of convention).
This is why you won't find a retired High Court judge appearing as a practising advocate in that same High Court or in lower courts - this article specifically bars that career move.
