(1) While the Chairman's office is vacant, the Deputy Chairman (or, if that's also vacant, a member appointed by the Governor) performs the Chairman's duties. (2) During the Chairman's absence from a sitting, the Deputy Chairman, or a person determined by the Council's rules or the Council itself, acts as Chairman.
This mirrors Article 91 at the state level: gap-filling rules for who presides over a Legislative Council when its Chairman is unavailable, whether due to a vacancy or simple absence.
If a Legislative Council's Chairman is briefly out of the chamber during a sitting, the Deputy Chairman takes over presiding duties for that period.
