State Government
(1) The Chairman (or Deputy Chairman) shall not preside while a resolution for their own removal is under consideration, even if present. (2) The Chairman may speak and participate in such proceedings and is entitled to vote in the first instance (though not in case of a tie).
This mirrors Article 92 at the state level - the same natural-justice safeguard applied to a Legislative Council's own Chairman and Deputy Chairman.
If a Legislative Council debates removing its own Chairman, someone else presides over that sitting while the Chairman can still speak in their own defence and cast a first-instance vote.
