State Government
(1) The Governor may address the Legislative Assembly, or either/both Houses where there's a Council, and require members' attendance. (2) The Governor may send messages to the House(s) about a pending Bill or otherwise, which the House must then consider promptly.
This mirrors Article 86 at the state level - the Governor's power to formally address and send messages to the state Legislature.
As with the President and Parliament, a Governor could send a special message to a state Legislature on a specific pending Bill, which that House would then be expected to take up promptly.
