State Government
(1) At the start of the first session after each general election, and the first session of each year, the Governor addresses the Assembly (or both Houses, where there's a Council) and explains the causes of its summons. (2) Rules allot time for discussing the matters in that address.
This mirrors Article 87 (the President's annual address to Parliament) at the state level: the Governor formally opens each year's first Assembly session (and each newly-elected Assembly's first session) with an address setting out the government's priorities, followed by a debate.
This is the constitutional basis for the Governor's annual address at the start of a state's Budget session, which broadly parallels the President's address to Parliament nationally.
