(1) A Legislative Assembly, unless sooner dissolved, continues for five years from its first meeting, extendable by up to one year at a time during a Proclamation of Emergency (subject to an outer limit). (2) A Legislative Council is not subject to dissolution, but about one-third of its members retire every second year, as Parliament provides by law.
This mirrors Article 83 (duration of Parliament's Houses): a state's Legislative Assembly has a five-year term (extendable during a national Emergency) and can be dissolved earlier, while a Legislative Council, like the Rajya Sabha, is a permanent body that never fully dissolves, with about a third of its members rotating out every two years.
A state Legislative Council continues functioning even when the corresponding Legislative Assembly is dissolved for fresh elections - exactly as the Rajya Sabha continues operating even when the Lok Sabha is dissolved.
