(1) A Legislative Council's total membership cannot exceed one-third of the Legislative Assembly's membership, with a floor of 40. (3) Members are drawn from multiple electorates: about one-third by municipal/local-authority electorates, one-twelfth by graduate electorates, one-twelfth by teacher electorates, one-third elected by the Assembly's own members (from non-members), and the remainder nominated by the Governor for expertise in literature, science, art, the co-operative movement, or social service.
Unlike the directly-elected Legislative Assembly, a Legislative Council draws its members from a unique mix of sources: local government bodies, university graduates, teachers, the Assembly itself, and Governor nominees for special expertise - making it a more indirect, specialist-weighted body, similar in spirit to the Rajya Sabha but with its own distinct electorate structure.
This is why Legislative Council elections include specific "graduates' constituencies" and "teachers' constituencies" - electorates found nowhere else in India's electoral system, unique to how Legislative Councils are composed.
