State Government
(1) Each State's Legislative Assembly consists of not more than 500 and not less than 60 members, directly elected from territorial constituencies. (2) Seats are apportioned so that, so far as practicable, the population-to-seats ratio is uniform across constituencies within the State, based on specified census figures. (3) Seats and constituencies are readjusted after each census, subject to provisos similar to the Lok Sabha's delimitation freeze (Article 82).
This mirrors Article 81 (Lok Sabha composition) at the state level: Assembly seats are directly elected and roughly population-proportional across constituencies within the state, with a minimum of 60 and maximum of 500 seats regardless of the state's size.
This is why a large state like Uttar Pradesh has hundreds of Assembly seats while a small state like Sikkim has closer to the 60-seat floor - seat counts broadly track each state's own population, subject to the same long-standing delimitation freeze that affects the Lok Sabha.
