Union Government
(1) The Supreme Court shall have further jurisdiction and powers over Union List matters that Parliament confers by law. (2) The Supreme Court shall have further jurisdiction and powers over any matter that the Union and a State government agree to confer by special agreement, if Parliament provides by law for the Supreme Court to exercise it.
Beyond what the Constitution itself specifies, Parliament (and in some cases a Union-State agreement backed by Parliament) can expand the Supreme Court's jurisdiction to cover additional matters over time.
This flexibility lets Parliament, through ordinary legislation, extend the Supreme Court's powers to new areas as national needs evolve, without needing a full constitutional amendment each time.
