Union Government
(1) The Supreme Court may, in its discretion, grant special leave to appeal from any judgment, decree, determination, sentence, or order of any court or tribunal in India. (2) This does not apply to orders passed by courts or tribunals under laws relating to the Armed Forces.
This gives the Supreme Court an extraordinarily broad, discretionary power to allow an appeal from virtually any court or tribunal decision in the country, even where no other specific right of appeal exists - it's entirely up to the Supreme Court's discretion whether to grant this "special leave".
This is the constitutional basis for the "Special Leave Petition" (SLP) - a very commonly used route for approaching the Supreme Court in India, used far more often in practice than the more specific appeal routes under Articles 132-134, precisely because of how broad this discretionary power is.
