Making a gesture or preparation intending/knowing it likely to cause someone to apprehend imminent criminal force is "assault". Mere words don't amount to assault, but words can give gestures/preparations a meaning that does.
This defines "assault" as distinct from actually using force - it's the act of making someone reasonably FEAR imminent physical force, even without any actual physical contact occurring.
Raising a fist threateningly at someone, even without actually striking them, constitutes assault under this section's definition, since it creates a reasonable apprehension of imminent force.
