Offences Against the Human Body
(1) A gang/group member who commits theft (including trick theft, card skimming, vehicle/ATM theft, pickpocketing, shoplifting), snatching, cheating, unauthorised ticket-selling, unauthorised betting/gambling, or exam paper leaks, commits "petty organised crime". (2) Punished with 1-7 years' imprisonment plus fine.
This is another genuinely new BNS category, specifically targeting smaller-scale but organised, gang-based property and fraud crimes - explicitly including "cheating" and "card skimming" as covered offences, reflecting recognition that organised street-level fraud gangs need their own dedicated, appropriately-scaled criminal category between individual petty theft and full-scale organised crime.
A gang that runs a coordinated card-skimming operation at ATMs, or a group that works together to systematically cheat shoppers or commit pickpocketing as an organised activity, can be prosecuted under this specific "petty organised crime" provision rather than only as isolated individual offences.
