Union Government
Every member of either House of Parliament shall, before taking his seat, make and subscribe before the President (or a person appointed by him) an oath or affirmation according to the form set out in the Third Schedule.
No MP can actually take up their seat and start functioning as a member until they have taken the prescribed oath of office, administered by or on behalf of the President.
This is why newly-elected MPs are formally sworn in - typically by the pro-tem Speaker on the President's behalf at the start of a new Lok Sabha, or by the Rajya Sabha Chairman - before they can vote or otherwise act as members.
