Union Government
(1) Each House of Parliament shall have a separate secretarial staff, though posts common to both Houses may still be created. (2) Parliament may by law regulate recruitment and service conditions for this staff. (3) Until Parliament legislates, the President (after consulting the Speaker or Chairman) may make rules on recruitment and service conditions, subject to any later law.
Each House of Parliament has its own dedicated administrative staff (the Lok Sabha Secretariat and Rajya Sabha Secretariat) to support its day-to-day functioning, separate from the executive government's civil service, which helps preserve Parliament's independence from the government of the day.
This is why Parliament's own administrative staff - who manage its sessions, records, and committees - report through the Speaker's or Chairman's office rather than through any government ministry, keeping legislative administration separate from executive control.
