Union Government
(1) The Vice-President of India shall be ex officio Chairman of the Council of States. (2) The Council of States shall choose a member to be Deputy Chairman, and choose another whenever that office falls vacant.
The Vice-President automatically chairs the Rajya Sabha (as also stated in Article 64), while the Rajya Sabha separately elects one of its own members to serve as Deputy Chairman, who can preside in the Chairman's absence.
When the Vice-President is unavailable or is acting as President under Article 65, it is the Rajya Sabha's own elected Deputy Chairman who steps in to preside over its sittings.
