Union Government
There shall be a Parliament for the Union which shall consist of the President and two Houses to be known respectively as the Council of States and the House of the People.
India's Parliament has three parts, not just two: the President, plus two Houses - the Rajya Sabha (Council of States) and the Lok Sabha (House of the People). A Bill only becomes law once it clears both Houses and receives the President's assent, which is why the President is formally counted as part of Parliament, not separate from it.
This is why a law is said to be "passed by Parliament" only once it has cleared the Lok Sabha, the Rajya Sabha, and received the President's assent - all three pieces together make up "Parliament" acting in the full legislative sense.
