The Vice-President shall be ex officio Chairman of the Council of the States and shall not hold any other office of profit: Provided that during any period when the Vice-President acts as President or discharges the functions of the President under article 65, he shall not perform the duties of the office of Chairman of the Council of States and shall not be entitled to any salary or allowance payable to the Chairman under article 97.
By virtue of the office alone, the Vice-President automatically chairs the Rajya Sabha (the Council of States) - presiding over its sessions and debates. If the Vice-President is temporarily acting as President instead, someone else takes over chairing the Rajya Sabha during that period.
Whenever the Rajya Sabha is in session, it is normally the Vice-President of India who presides over the proceedings as its Chairman, distinct from the Lok Sabha, which is chaired by its own elected Speaker.
