(1) The President could, particularly for the Government of India Act 1935-to-Constitution transition, order that the Constitution have effect subject to necessary adaptations for a specified period - but not after Parliament's first proper meeting under Part V Chapter II. (2) Every such order had to be laid before Parliament. (3) This power (and the Article 324, 367(3), and 391 powers) was exercisable by the Governor-General of the Dominion of India before the Constitution's actual commencement.
This was a temporary, time-limited "difficulty-removal" safety valve giving the President flexibility to smooth over unforeseen transitional problems during the Constitution's very earliest period - but this power was deliberately self-limiting, expiring once Parliament was properly constituted and could handle such matters through ordinary legislation instead.
This is the kind of provision that gave India's earliest post-independence leadership flexibility to handle unexpected transitional wrinkles during the Constitution's first months, without needing to wait for a fully-functioning Parliament to legislate a fix for every minor implementation problem.
