Until Parliament legislated under Article 22(7), or for one year from the Constitution's commencement (whichever came first), Article 22's references to Parliament (for preventive detention rules) were read as references to the President instead.
This was a temporary, one-year bridging provision letting the President exercise a power (setting preventive detention rules) that Article 22 otherwise gives to Parliament, simply because Parliament itself hadn't yet had time to legislate on it in the Constitution's very first months of operation.
This provision is now purely historical, having applied only during the Constitution's first year, before Parliament had gotten around to legislating its own preventive detention framework under Article 22(7).
