For bringing pre-1956 (Seventh Amendment) laws into accord with the Constitution as amended by that Act, the President could, by order made before 1 November 1957, adapt/modify such laws - without preventing a competent Legislature from later separately repealing/amending such adapted laws.
This is a follow-up, narrower version of Article 372(2)'s adaptation power, specifically tied to the major 1956 States Reorganisation-linked constitutional changes (the Seventh Amendment) - giving the President a similar tidying-up power for that specific, later round of significant constitutional restructuring.
This provision addressed the specific legal adaptation needs created by the 1956 States Reorganisation Act's major restructuring of India's internal state boundaries and the linked Seventh Constitutional Amendment.
