The Governor of Arunachal Pradesh has special law-and-order responsibility (exercised in individual judgment, after consulting the Council of Ministers), and the Legislative Assembly must have at least 30 members.
This gives Arunachal Pradesh's Governor an enhanced, more independent role specifically on law and order matters - similar in spirit to Nagaland's Article 371A(1)(b) - reflecting the particular security and administrative considerations relevant to this strategically significant northeastern border state.
This is why Arunachal Pradesh's Governor has a somewhat more independent, discretion-based role on law-and-order matters than Governors in most other states typically have.
