Elections
(1)-(2) Seats are reserved for Scheduled Castes and Scheduled Tribes (and separately for Assam's autonomous districts) in every State Legislative Assembly. (3) The reserved-seat count is proportional to that group's population share in the state/area. (3A)-(3B) Special transitional seat-count rules apply for Arunachal Pradesh, Meghalaya, Mizoram, Nagaland, and Tripura pending the next delimitation. (4)-(6) Assam autonomous-district seats get a population-proportional share of that Assembly, their constituencies can't extend outside that district, and only that district's own ST members can contest there (with a specific carve-out preserving pre-existing representation patterns in the Bodoland Territorial Areas District).
This mirrors Article 330 (Lok Sabha) at the state level: State Assemblies also have mandatory, population-proportional SC/ST reserved seats, with special additional rules for certain northeastern states with distinct tribal-area governance arrangements (like Assam's autonomous districts).
This is why certain State Assembly constituencies, like certain Lok Sabha ones, are similarly reserved for Scheduled Caste or Scheduled Tribe candidates only, with special additional provisions for tribal-majority northeastern states reflecting their distinct demographic and governance context.
