All money received or deposited with a Union/State official in their official capacity (other than regular government revenue), or with any court to the credit of a case/matter/account/person, must be paid into the public account of India or of the relevant State.
This ensures money that officials or courts hold on behalf of others (like a security deposit in a lawsuit, or money temporarily held by a public servant) is properly channelled into the public account system, rather than being handled outside formal government accounting.
This is why money a litigant deposits with a court as part of a legal case - not government revenue, just money the court is holding for the case's purposes - must still flow through the formal public account system rather than being kept informally.
