(1) Parliament law (or, until then, presidential rules) governs custody of and payments into/out of the Consolidated Fund of India, the Contingency Fund of India, and the public account of India. (2) State law (or, until then, gubernatorial rules) governs the same for the corresponding State funds/accounts.
This sets out who has authority to make detailed rules for the practical, day-to-day custody and handling of government money in these core funds - Parliament/President at the Union level, the State Legislature/Governor at the state level.
