Notwithstanding Articles 269 and 270, Parliament may increase any of those duties/taxes (except GST) by a surcharge for Union purposes - the whole surcharge proceeds go entirely to the Consolidated Fund of India, not shared with states.
Unlike the base tax rate (which is shared with states under Article 270), a "surcharge" Parliament adds on top is kept entirely by the Union - this is why surcharges have sometimes been a politically contentious tool, since they let the Union raise extra revenue without having to share the additional amount with states the way ordinary tax revenue is shared.
This is why the Union government sometimes prefers raising revenue through surcharges and cesses rather than raising the base tax rate itself - since a base rate increase would need to be shared with states under Article 270, while a surcharge stays entirely with the Union.
