(1) Most Union List taxes/duties (except those under Articles 268, 269, 269A, surcharges under Article 271, and cesses for specific purposes) are levied and collected by the Union and distributed between the Union and states per clause (2). (1A)-(1B) GST revenue collected by the Union under Article 246A(1) is also distributed this way. (2)-(3) A prescribed percentage of net proceeds doesn't form part of the Consolidated Fund of India - it's assigned to states and distributed among them, as the President prescribes (by order, initially, or after considering Finance Commission recommendations once one exists).
This is the master revenue-sharing mechanism covering most central taxes: rather than each specific tax having its own separate sharing rule, most Union taxes go into one shared pool that's split between the Union and states based on percentages the President sets, informed by the Finance Commission's periodic recommendations.
This is why the Finance Commission's periodic reports (every five years) - determining what percentage of central tax revenue goes to states overall, and how it's split among individual states - are such a consequential, closely-watched process for state government finances nationwide.
