(1) Seats are reserved for Scheduled Castes and Scheduled Tribes in every Municipality, proportional to their local population share. (2) At least one-third of those SC/ST seats go to SC/ST women. (3) At least one-third of ALL directly-elected seats are reserved for women generally. (4) Chairperson offices are similarly reserved for SC/ST and women per state law. (5) SC/ST reservation (not women's reservation) expires per Article 334. (6) States may additionally reserve seats for backward classes.
This is the exact urban-government mirror of Article 243D's Panchayat reservation scheme: the same mandatory SC/ST proportional representation and at-least-one-third women's reservation applies to Municipal Corporations, Councils, and Nagar Panchayats too.
This is why India's Municipal Corporations, like its Panchayats, have a mandatory minimum one-third of council seats reserved for women - a requirement that has brought large numbers of women into urban civic leadership roles nationwide.
