Union Territories & Panchayats
(1) Wards Committees (covering one or more wards) must be constituted within any Municipality with a population of 3 lakh (300,000) or more. (2) State law governs a Wards Committee's composition and territorial area. (3) The Municipality member(s) representing that ward automatically sit on the Wards Committee. (4) The Committee's Chairperson is either the single ward's own member, or (for multi-ward committees) a member elected by the committee from among itself. (5) States can also create additional committees beyond Wards Committees.
For larger cities, this mandates a further layer of neighbourhood-level representation below the full Municipal Corporation - Wards Committees give more localised groups of wards their own dedicated forum, rather than everything being decided only at the full city-wide corporation level.
This is why a large city Municipal Corporation typically has multiple Wards Committees, each covering a cluster of neighbourhoods, providing a more localised layer of civic engagement below the full corporation.
