If the President is satisfied - from a Lieutenant Governor's report or otherwise - that Delhi's administration cannot be carried on per Article 239AA (or a law made under it), or that it's necessary for proper administration, the President may suspend any provision of Article 239AA or laws made under it, for a specified period, and make necessary incidental arrangements to administer Delhi under Articles 239 and 239AA instead.
This is Delhi's equivalent of President's Rule (Article 356) for a full State - a mechanism letting the central government step in and take over Delhi's administration directly if its normal governance arrangement breaks down.
This provision gives the Union government a constitutional tool to directly administer Delhi through the Lieutenant Governor alone, bypassing the elected Legislative Assembly and Chief Minister, in a genuine governance breakdown.
