State Government
(1) District judge appointments, postings, and promotions in a state are made by the Governor, in consultation with the High Court exercising jurisdiction there. (2) A person not already in Union or State service is eligible only if they've been an advocate or pleader for at least 7 years and are recommended by the High Court.
District judges - the senior-most judges at the district level, one tier below the High Court - are appointed by the Governor, but only in close consultation with (and, for outside candidates, on the recommendation of) the High Court, ensuring judicial input into who becomes a district judge rather than leaving it purely to the executive government.
A practising lawyer with at least 7 years of experience can be directly appointed as a district judge (the "bar route"), rather than everyone needing to work their way up through the lower judicial ranks first - though such direct appointments require the High Court's recommendation.
