With the President's prior consent, a person who has been a Judge of that or another High Court may be requested to sit and act as a Judge of a High Court, with allowances the President determines and all the jurisdiction and powers of a sitting Judge - but no one can be required to do so without their consent.
This mirrors Article 128 (retired Supreme Court judges) at the state level: a High Court can bring back a retired judge on a voluntary, temporary basis to help with its workload, with full judicial powers while so sitting.
This provision lets High Courts draw on experienced retired judges to help clear case backlogs, similar to how the Supreme Court can recall retired judges under Article 128.
