The provisions of Article 124(4) and (5) - the Supreme Court Judge removal procedure and Parliament's power to regulate it - apply to High Courts too, substituting "High Court" for "Supreme Court".
This is a drafting shortcut: rather than repeating the whole judicial-removal procedure, this article simply says the same demanding impeachment-style removal process that applies to Supreme Court judges also applies to High Court judges.
This is why removing a sitting High Court judge for proven misbehaviour or incapacity requires the same difficult process - an address passed by a majority of each House of Parliament plus a two-thirds majority of those voting - as removing a Supreme Court judge.
