State Government
(1) The validity of State Legislature proceedings shall not be questioned on the ground of alleged procedural irregularity. (2) No officer or member of a State Legislature with powers to regulate its procedure, conduct of business, or order shall be subject to any court's jurisdiction in exercising those powers.
This mirrors Article 122 at the state level: courts generally cannot second-guess a state Legislature's own internal procedure, and officers like a state Speaker exercising procedural/disciplinary powers are shielded from being taken to court over how they exercised them.
A court will generally decline to strike down a state law purely because of an alleged technical procedural irregularity during its passage through the state Legislature, respecting the Legislature's internal procedural autonomy.
